Our failure to see these young people results in a lack of funding for services and options designed for them. For the many immigrant youth arriving in the city, there are even fewer resources and the social service agencies designated to help them are at a dire crossroads. How can we aptly serve this population when the city\u2019s ever-changing policies do not offer viable, long-term solutions to move these youth to safety and stability?\r\n\r\nFor single individuals it is already an uphill battle to obtain a shelter placement when families are given first consideration. Following their 30-day stay in a city shelter for newly arrived immigrants, young people are discharged to the street and are not allowed equal access to Department of Homeless Services shelters, due to their immigration status. While immigrant youth are welcomed in the city\u2019s youth shelters, the number of youth shelter beds was already woefully inadequate even before this new influx of thousands more young people in need.\r\n\r\nFunding and proper support for these incoming youth is imperative to give them a chance to rebuild their lives. The treacherous journeys these individuals made thus far \u2013 the majority coming through the U.S.-Mexican border and bussed from southern territory states (i.e., Florida, Texas) \u2013 in addition to the trauma they have endured, is increased by further displacement when they arrive here. Homeless youth who are U.S. citizens already have a difficult time securing housing, due to being left out of city resources for all homeless New Yorkers [note: homeless youth in Department of Youth &amp; Community Development programs do not have equal access to housing vouchers, New York City Housing Authority housing, or supportive housing]. For non-English speaking non-citizens who are new to this country and on their own, being denied access to shelter means they are literally left out in the cold.\r\n\r\nAt Safe Horizon\u2019s <a href=\"https:\/\/www.safehorizon.org\/streetwork\/\" target=\"_blank\" rel=\"noopener\">Streetwork Project<\/a>, we have been inundated with the arrival of youth at our doors daily, the vast majority of whom have completed the 30-day migrant shelter stay limit and now have nowhere to go. These young people are without a home, without warm clothes, without food, without financial resources of any kind. They are cold, hungry, and afraid. And they are kids.\r\n\r\nFor our staff, and our sister agencies, the current situation is appalling. We treat every young person who comes through our doors with care and compassion. We offer hot food, showers, clothing, respite, and a community. But at the end of the day when we have nowhere to send them at night, it is heartbreaking.\r\n\r\nNot only that, these days we just don\u2019t have the space to accommodate the very high need during the day. The mental toll of having to constantly turn away immigrant youth from our doors due to capacity issues and limited available resources is increasingly heavy. Imagine the pain of staff who hail from the same countries of some of the immigrants (many from West Africa) when they have to give them the news that we cannot offer them solutions that can sufficiently help them move out of the crisis they are currently in?\r\n\r\nOur priority as service providers for immigrant youth is making sure we serve them with humanity. For most who view them as a burden, we want them to know we see them as the human beings that they are who deserve respect and an opportunity to succeed. The city\u2019s immigrant shelters and temporary shelter policies \u2013 shipping new arrivals from one place to another and leaving them on the street without any regard \u2013 are inhumane and unsustainable.\r\n\r\nWe want our city and state leaders to hear our plea: we need you to make youth a priority in your policymaking.\r\n\r\nFirst, the Right to Shelter mandate is for everyone across the board, immigrants and immigrant youth included. Second, in addition to housing, the city should add youth-specific, culturally and linguistically appropriate resources such as case management, counseling, medical care and job-readiness training. Third, more funding to organizations like Safe Horizon who serve to fill this gap including to DYCD, without any possibility of cuts, will help ensure these immigrant youth do not end up in a revolving door of hopelessness. Finally, the provision of pro bono immigration help to assist immigrant youth with navigating the complex immigration system and applying for benefits they may qualify for would all be major steps that can significantly impact the life trajectory of each young person currently on the street.\r\n\r\nFor 40 years, Safe Horizon\u2019s Streetwork Project has worked with a population so often ignored, young people, made invisible in New York City. For four decades, Streetwork Project has worked with young people experiencing homelessness to help them find stability. Experiencing family abuse, violence, rejection, or instability may have led to their homelessness, causing them to reconsider what home means to them. Following the 2024 presidential election, Safe Horizon partnered with Untold Research to conduct a national poll surveying survivors of violence about their voting behavior. In this divisive political climate, we wanted to hear directly from survivors about their needs, feelings, and what they\u2019re demanding from national leadership.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>We surveyed 2,012 survivors across the country and across party lines who voted in the presidential election. The results of the survey revealed that survivors voted for Donald Trump at the same rate as the general electorate. Survivors, like the rest of the American electorate, consider a variety of factors to inform their vote beyond their experience of surviving abuse.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p>Respondents shared:<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>\u201cI feel he will take care of America and its people first and foremost. He will bring back our rights and freedoms and get rid of the immigration problem we are experiencing. He will help America to become what it once was and not what our past leaders has let it become.\u201d<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>\u201cHis tariffs will raise prices further, his tax breaks for the mega-rich will ruin the economy, he will gut the EPA, do nothing about climate change &amp; I will be less likely to get Medicare or social security.\u201d<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>Across responses, despite voting direction, polling emphasized the desire of survivors to have a government that listens to and supports survivors of violence and abuse.<\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:paragraph -->\n<p><strong>Here are some key takeaways from the poll:<\/strong><\/p>\n<!-- \/wp:paragraph -->\n\n<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>Survivors were united across party lines in demanding that public officials ensure that survivors receive the resources they need to be safe.<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>Survivors expressed a concern that the election of a president with a record of sexual assault and harassment allegations would embolden abusers and predators, sending a message that such behavior is excusable.<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>\u201cIt influenced my vote because I do not feel that a convicted felon like president-elect Donald Trump is a good role model for young men and I believe this will embolden others to think it\u2019s okay to assault women because [there would] be no consequence for your actions.\u201d<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list --><\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>The president\u2019s history of public comments that minimized sexual assault, combined with his appointments of individuals with sexual misconduct allegations have also increased fears that future policy decisions could undermine support for survivors of violence.<!-- wp:list -->\n<ul class=\"wp-block-list\"><!-- wp:list-item -->\n<li>\u201cI worry about my ability to access healthcare as a woman and my ability to access an abortion should I need one.\u201d<\/li>\n<!-- \/wp:list-item -->\n\n<!-- wp:list-item -->\n<li>\u201cHe's promised multiple times to essentially make my existence illegal, because I'm transgender and have been medically transitioning for over 6 years.\u201d<\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list --><\/li>\n<!-- \/wp:list-item --><\/ul>\n<!-- \/wp:list -->\n\n<!-- wp:paragraph -->\n<p>These poll results remind us that ending violence is not a partisan issue. All survivors of violence\u2014regardless of political affiliation\u2014need to know that their safety, dignity and well-being are a priority for all public officials. When the verbal and physical abuse escalated Jade felt scared for her and her children\u2019s safety. She moved out of her apartment, but her former partner found her, and began stalking her. She tried staying with friends, but the support wasn\u2019t consistent.\r\n\r\nAt a custody hearing in Family Court, her former partner used Jade\u2019s unstable housing as a reason she shouldn\u2019t have the kids. Anxious and determined, Jade found another apartment for her family. Her income from work was enough to cover rent, but she didn\u2019t have money for the security deposit. With support from her case manager at Safe Horizon\u2019s Community Program, Jade received $1,300 in funds from ECAP, enabling her to live in a safe place with her children. ECAP could not be here without the Gerstner Family Foundation\u2019s grant program.\r\n\r\nStories like Jade\u2019s show how direct help in a moment of crisis can shape a survivor\u2019s journey to safety. Our staff is at the core of all we do and no one exemplifies the commitment to helping homeless youth like the newest Director of the Streetwork Drop-In, Sebastien Vante.\r\n\r\nSebastien Vante has been with the program for nearly a decade starting as a Daily Services Coordinator, then the Associate Director of Sexual Health, and now Director of the Streetwork Drop-In.\r\n\r\nGet to know\u00a0 Sebastien, what he thinks sets Streetwork apart, and our commitment to youth leadership.\r\n<h2>Q. Why do you think youth leadership is so important for the Streetwork Project?<\/h2>\r\nYouth Leadership is very, very important at Streetwork because - especially in working with the population that we serve, who've been in institutions or residential treatment settings where there\u2019s no options, no choice, no community being built \u2013 we want to give youth the opportunity to feel like there\u2019s choice, and we build community in our space so they experience ownership of our program.\r\n<h2>Q. How does that opportunity for feedback affect how young people relate to Streetwork?<\/h2>\r\nWell, you know, it\u2019s really hard for folks to be in a position where they have to ask of others. And so we really want to eliminate that hesitancy. Youth know after coming to Streetwork that, \u201cThis is mine, I\u2019m entitled to these things, I deserve these things, and I shouldn\u2019t have feel bad for asking for something specific.\u201d We\u2019re happy to give them the blue toothbrush, the organic conditioner, the Dr. Bronner\u2019s brand, or a specific style of t-shirt. How we center their choice is part of the reason why they keep returning. It\u2019s part of the reason why a lot of the referrals are not from other agencies but from word-of-mouth. They tell their friends, \u201cThis is how Streetwork treats you, this is how they do things,\u201d and I think that\u2019s really important.\r\n<h2>Q. How does that component, of youth leadership and voice, affect the drop-in space?<\/h2>\r\nIt also adds to safety. When clients feel like the space is theirs, even though it\u2019s our responsibility to maintain a safe space, they also take part in it too. There\u2019s a sense of ownership. Like you'll see a client pick up a piece of trash that doesn't belong to them because they feel that sense of, \u201cI don't want it in our space.\u201d Or if they're seeing something that\u2019s amiss or brewing \u2013 like they know a client's got beef with another client somewhere outside of the agency \u2013 they\u2019ll pull staff aside to let them know. So it really lends twofold: it ensures the safety of the space, and it helps us do our job.\r\n<h2>Q. Speaking of how things evolve, how has youth leadership changed over the years at Streetwork?<\/h2>\r\nI think what we're seeing now is that we\u2019re getting a lot of new clients. But they\u2019re not clients who are new to homelessness, or even new to RHY programs - they\u2019re youth who know our clients. As we get to know them, we\u2019re building relationships with these new young folks who may have had negative experiences at other programs. It\u2019s been interesting trying to get these new folks involved in youth leadership. It\u2019s new to them, but there\u2019s interest. Like a lot of the folks have participated in our groups after just a month or even a day in. We\u2019re really trying to reestablish that youth voice component by getting them comfortable with sharing their input, so that the newer people can feel invested in this space.\r\n<h2>Q. As newer clients come in, does their voice help keep Streetwork adaptable?<\/h2>\r\nIt certainly helps with adaptability, I mean if there's anything that we learned in the pandemic, for sure. But also just that Streetwork is like a living organism. It shifts, it moves, it adapts. We make assessments as we go. We get feedback. We take what's relevant. We take what we are hearing from clients and shift accordingly. Even the fact that we have weekend hours, for example, a lot of that is also client voice, and our DYCD providers recognizing that there's a need... So it\u2019s fairly new in my time, and I've been here for almost eight years.\r\n<h2>Q. How does youth leadership work differently at Streetwork compared to other RHY programs?<\/h2>\r\nI think in that we actually take in the clients\u2019 feedback. You know, it's not always unique to have a Client Advisory Board. But what is unique is actually taking those voices into account. You can provide the space for folks to share and to air grievances and have a whole process, but are you actually taking those things into consideration? Are you altering? Are you shifting? Are you bringing it to the space? I think what makes us different is that we actually take those things into account. And I think you can see in that in the way youth respond to our program.\r\n<h2>Q. It seems like youth leadership doesn\u2019t just affect clients, but staff as well. How do new staff respond? Are they surprised when they come to Streetwork and see that commitment to youth voice, like in the interview process?<\/h2>\r\nYeah, I think a lot of the times folks get nervous when they hear that part of the hiring process includes a group interview with Streetwork clients. But then, especially in the early interviews, we discuss our anti-racist and our anti-oppressive approach. Part of that is giving clients voice in determining who they work with, and so folks realize, like, \u201cWow, that's really empowering to the young people.\u201d So yeah, there\u2019s nervousness, but then they also appreciate how that's just how much we care about our young people and their experiences.\r\n<h2>Q. As you mentioned, Safe Horizon staff talk a lot about salary equity and anti-racism. Does that come up with the young people at Streetwork as well?<\/h2>\r\nIt does, for sure. I think clients see that that the people who work with them, look like them. And that helps with their engagement. They see people who look like them at all levels. So whether it\u2019s direct staff, the coordinator or the supervisor, directors, our AVP, they see themselves. That's a big deal.\r\n<h2>Q. Given all that Streetwork is already doing to center youth voices, is there something you wish you could do more of?<\/h2>\r\nI think what would be really great is if we could have more case managers, because I think a lot about our staff, and how much of our work is respond to youth and being available to them. The work is always going to get done, right, because the clients need it, and that\u2019s our job. But\u2026at what expense? That\u2019s why we see a lot of high turnover in the case management positions, because it's a lot of work. They are now looking for help as they anxiously navigate uncharted waters.\r\n\r\n\"Today I hope to have a chance to get documents to work because I want to support Ukraine in some way,\" said Ukrainian refugee Maryna Andriienko.\r\n\r\nThe line wrapped around the corner at Shorefront Y in Brighton Beach. Inside, volunteers, teams of attorneys and translators helped guide people through a mound of paperwork and told them what to expect when applying for Temporary Protected Status.\r\n\r\n\"We expect to get our share here in Brighton Beach, Brooklyn - we want to make sure we are meeting the needs of the community,\" said Brooklyn District Attorney Eric Gonzalez.\r\n\r\nTatiana Agafonova waited patiently - she is from southern Ukraine and is in Brooklyn with a relative who came to visit in November.\r\n\r\n\"She was ready to go back in May when her visa expired, but there's no place to return in Kherson - it's occupied, and a lot of houses are ruined,\" Agafonova said.\r\n\r\nFor some people, Temporary Protected Status is not an option, because they arrived in the United States after March 1, and therefore are not eligible.
