At age 25, Maria already had experienced the terror of domestic violence. When the incidents escalated and threatened her life, she decided to leave. However, with four children and limited language skills, the scared young woman faced additional obstacles. That\u2019s when she found a Safe Horizon Domestic Violence Shelter, where she received much more than housing. A 10-week workshop helped her develop parenting skills. Job advocates helped her find work. Other professionals helped her through social services programs. Eventually, she found a new apartment, and started on her road to recovery.<\/p>\n

That\u2019s the kind of story that attracted Barry Gendelman to Safe Horizon. After starting his career as a city planner in New York City government during the 1980s and managing large portfolios of city-owned properties, he moved to the city\u2019s public hospital system as director of real estate. By 2012, he was looking for something new and realized his expertise in facilities management could assist Safe Horizon. We provide critical services for 57 program locations, including eight domestic violence shelters, five child-advocacy centers, and two youth drop-in locations. Safe Horizon is the largest nonprofit victim services agency in the country. Each year, we touch the lives of more than 250, 000 victims of violence and abuse.<\/p>\n

To help those who feel powerless, Safe Horizon staff prioritizes understanding their clients\u2019 needs. \u201cWe\u2019re trying to create a welcoming environment for clients who find themselves in very difficult situations, <\/em>\u201d he says. \u201cOur facilities are designed to meet their needs for safety and to give them back some control, which in most cases has been taken from their lives.<\/em>\u201d<\/p>\n

His teams take simple steps, such as altering appearance, colors, and furniture choices. Warm tones and comfortable fixtures take Safe Horizon out of the institutional realm. Site staff members greet clients and work closely to provide associated counseling, beds, job-placement services, and meals.<\/p>\n

Since joining the organization in 2012, Gendelman has surveyed existing facilities to learn what\u2019s worked best in the past. With those lessons in mind, he\u2019s become involved with the planning of new facilities, including one recently opened child advocacy center (CAC) in the Bronx. On-site partners at this center include the Administration for Children\u2019s Services, District Attorney\u2019s office, Montefiore Medical Center, and the New York Police Department all working together to investigate and respond to the most serious cases of child abuse in the borough. Gendelman, therefore, must meet two competing requirements\u2014he has to meet strict safety regulations and give each partner agency customized space to conduct their investigations, and he also must build unintimidating, child-friendly environments where children feel both physically and psychologically safe. To lead the project, he engaged a team of owners and architects early and took feedback from all partners at every phase.<\/p>\n

After a traumatic event, child abuse victims come to the CAC\u2014and so do their abusers. Victims and abusers enter through separate, isolated corridors and never cross paths. Experts say it\u2019s best for an organization like Safe Horizon to provide the wrap-around services that child victims need in one location. Safe Horizon\u2019s CACs include medical exam rooms, interview and counseling rooms, jail cells, line-up rooms, and security systems that all meet NYPD and Department of Corrections requirements. Gendelman says each Safe Horizon structure is developed with its users in mind. \u201cOur clients often feel powerless, and we make sure we work collaboratively with them to address the concerns that are most important to them, <\/em>\u201d he says, adding that his peers on the programming side follow the same philosophy of understanding.<\/p>\n

The Bronx Child Advocacy Center opened in February 2015<\/em><\/p>\r\nApril 14, 2016<\/em>\r\n\r\nFor child victims of abuse, nothing is more important than a swift response that keeps them safe, addresses their physical injuries and emotional harm, and brings abusers to justice.\r\n\r\nSafe Horizon\u2019s Child Advocacy Centers<\/a> (CACs) are child-friendly facilities where a multidisciplinary team of experts work together to investigate, respond to, and prosecute cases of child sexual and severe physical abuse. This team, based at each CAC includes: child protective staff from the NYC Administration from Children\u2019s Services, detectives from the New York Police Department\u2019s Child Abuse Squad, medical professionals from premier hospitals, Assistant District Attorneys, and mental health and support staff from Safe Horizon.\r\n\r\n\"Lieutenant\r\n

Lieutenant Michael Donovan, \u00a0NYPD Commanding Officer of the Bronx Child Abuse Squad<\/em> <\/em><\/em><\/p>\r\nAt the Bronx CAC, Lieutenant Michael Donovan serves as the NYPD Commanding Officer of the Bronx Child Abuse Squad. He heads the unit compromised of 15 police officers and 2 sergeants who collect evidence, interview witnesses and subjects, make arrests when appropriate, and help ensure the child and family's safety.\r\n\r\nThroughout his years on the force, Lieutenant Donovan has seen the positive impact the CACs have made in investigating and prosecuting child abuse cases. \u201cThe CAC\u2019s integration of all these agencies helps make the cases run smoother, builds the relationship between the staff, and helps keep them united around a common mission.<\/em>\u201d\r\n

The Real SVU\r\n<\/strong><\/h2>\r\nLieutenant Donovan\u2019s unit handles sexual abuse cases for children twelve-years-old and younger and cases of severe physical abuse for children ages ten-years-old and under. They investigate an average of 110 cases per month.\r\n\r\nA coordinated multidisciplinary team approach includes careful attention to which member of the team will conduct the initial interview with the child, called a forensic interview. These interviews are the cornerstone of a child abuse investigation, and may be the beginning of the road toward safety and healing for many children and families.\r\n\r\nDetectives appreciate that children and their impacted family members can get the support and expert services they need at a CAC, promptly and all in one place. \u201cI\u2019m extremely proud of my detectives. They are so attuned to victims\u2019 needs and will give it their all to take a child out of harm\u2019s way and work towards getting them the justice they deserve.\u201d<\/em>\r\n\r\n\"Lieutenant\r\n

Lieutenant Donovan: Behind the Badge<\/h2>\r\nLieutenant Donovan began his career with the NYPD in the 1990s, working out of the 34th precinct in Washington Heights, Manhattan and then became a Sergeant in the Bronx. He decided to transfer to the SVU after investigating multiple child abuse cases. One case he will never forget involved a ten-year-old girl who was home alone and concerned neighbors called the police. She was relieved to confide in someone and tell them about how her mother had been abusing her for so long. \u201cIt\u2019s been 20 years, but to this day I remember that girl and how she inspired me to help children everywhere who have been abused.\u201d<\/em>\r\n

A Legacy of Hope for Abused Children<\/h2>\r\nThe opening of the Bronx CAC in February 2015, our fifth CAC, was a milestone for both New York City and Safe Horizon\u2019s efforts in fighting child abuse. As he completes his first full year working out of the Bronx CAC, Lieutenant Donovan looks back fondly. \u201cWhen I was assigned to work at the Bronx CAC it was the first time I experienced such a seamless way child abuse cases were investigated and prosecuted.
