{"id":2763,"date":"2015-02-18T18:44:47","date_gmt":"2015-02-18T18:44:47","guid":{"rendered":"http:\/\/www.safehorizon.org\/?p=2763"},"modified":"2025-06-10T13:57:04","modified_gmt":"2025-06-10T17:57:04","slug":"20-years-advocacy-nyc-best-response-child-abuse","status":"publish","type":"post","link":"https:\/\/www.safehorizon.org\/safe-blog\/20-years-advocacy-nyc-best-response-child-abuse\/","title":{"rendered":"After 20 Years of Advocacy,  All of NYC Has the Best Response to Child Abuse"},"content":{"rendered":"<p><center><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/oR_A2vTXnHY?rel=0&amp;showinfo=0\" width=\"600\" height=\"400\" frameborder=\"0\"><\/iframe><\/center><em>By Dana Rosenwasser<\/em><br \/>\n<em>February 18, 2016<\/em><\/p>\n<p>This February, as the new Bronx Child Advocacy Center (CAC) opens, we celebrate the culmination of more than 20 years of tenacious efforts by Safe Horizon and our partners to bring hope, justice and healing to abused children in all five boroughs of New York City.<\/p>\n<p>Safe Horizon\u2019s Child Advocacy Centers are child-friendly facilities where a team of experts sit side-by-side to provide a comprehensive, coordinated and expert investigation and response to the most serious cases of child abuse. For a child like Angelica, nothing is more important than a swift response that keeps her safe, addresses her physical injuries and emotional harm, and brings her abuser to justice.<\/p>\n<h2>Angelica\u2019s Story<\/h2>\n<p>After her mother died when she was only nine, Angelica\u2019s father entrusted his friend with her childcare. Tragically, this friend sexually assaulted Angelica repeatedly over the course of months and threatened her not to tell anyone. Summoning all of her courage, she confided in her teacher, who then told her father. After reporting it to the police, a detective brought her to a CAC where Angelica could tell her story to a specially-trained forensic interviewer. The swift investigation, response and treatment that Angelica received allowed her and her father to move forward with the healing they deserved.<\/p>\n<h2>Making History<\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-2764\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/08\/After-20-Years-of-Advocacy-All-of-NYC-Has-the-Best-Response-to-Child-Abuse_Bronx-Child-Advocacy-Center_CAC.png\" alt=\"After 20 Years of Advocacy, All of NYC Has the Best Response to Child Abuse_Bronx Child Advocacy Center_CAC\" width=\"700\" height=\"446\" srcset=\"https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/08\/After-20-Years-of-Advocacy-All-of-NYC-Has-the-Best-Response-to-Child-Abuse_Bronx-Child-Advocacy-Center_CAC.png 700w, https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/08\/After-20-Years-of-Advocacy-All-of-NYC-Has-the-Best-Response-to-Child-Abuse_Bronx-Child-Advocacy-Center_CAC-300x191.png 300w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/p>\n<p>Safe Horizon\u2019s journey to provide a comprehensive response to child abuse victims began in 1991 with the pioneering work of Jane Barker. Through her collaborative work with partner agencies, the Jane Barker Brooklyn Child Advocacy Center opened its doors in 1996.<\/p>\n<p>For the first time anywhere in the country, a team of professionals representing law enforcement, child protection, prosecution, medical and mental health care, and victim advocacy sat side by side to coordinate the investigation.<\/p>\n<p>No longer did child victims have to relive their abuse by retelling their stories multiple times, in intimidating places such as police precincts or overcrowded hospital emergency rooms. The CAC soon became a national model, setting a new standard for care of abused children.<\/p>\n<p>Building on this success in Brooklyn, Safe Horizon established CACs in Staten Island in 1998 and Queens in 2003.<\/p>\n<p>In 2006, the case of Nixmary Brown created urgency around this invaluable resource. The tragic murder of this seven-year-old girl by her stepfather prompted the New York City Mayor\u2019s Office to become a staunch advocate of the fully co-located CAC model, and was a catalyst for the opening of both the Manhattan in 2009 and Bronx CACs this year.<\/p>\n<p>Today, Safe Horizon is the only organization in the country to operate five fully co-located CACs in an urban setting.<\/p>\n<p>Ms. Barker\u2019s torch is carried today by Nancy Arnow, our vice president of Child Advocacy and Mental Health Treatment Services. Mrs. Arnow has dedicated her 27-year career at Safe Horizon to ensuring that we provide the most effective services to every victim and their impacted family members. They met inside our bright, brand-new <a href=\"http:\/\/www.safehorizon.org\/child-advocacy-center\/\">Child Advocacy Center<\/a> (CAC) that stands to help the most vulnerable and youngest victims of abuse find hope, end their suffering and bring their perpetrators to justice.\r\n\r\nThe Bronx CAC ribbon-cutting ceremony united child abuse advocates, government officials, program directors and Safe Horizon staff members to celebrate the historic opening of a facility that will benefit child abuse victims in New York City. Many of those present heralded from agencies that will work side by side with Safe Horizon in the investigation of cases brought to the CAC.\r\n<h2>A Historic Day for the Bronx<\/h2>\r\n<center><img class=\"aligncenter size-full wp-image-2708\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/08\/Howard-Thompson_Bronx-CAC-Ribbon-Cutting.jpg\" alt=\"Howard-Thompson_Bronx-CAC-Ribbon-Cutting\" width=\"500\" height=\"333\" \/><\/center>The ribbon-cutting began with powerful words from the morning's emcee, PIX11\u2019s Howard Thompson, \u201c<em>We\u2019re here today to end the cycle of violence forever.<\/em>\u201d\r\n\r\nThis new CAC plays an important role, as the Bronx has one of the highest rates of child abuse in all of New York City. New York City Administration for Children's Services Commissioner Gladys Carri\u00f3n spoke out about the statistics: \u201c<em>31% of all child abuse reports in NYC come from the Bronx, the highest rate in the city.<\/em>\" She continued \"<em>\u2026to do this work, you need a lot of partners. We've come together to ensure better outcomes for kids.<\/em>\"\r\n\r\n<center><img class=\"aligncenter size-full wp-image-2707\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/08\/Gladys-Carrion_Bronx-CAC-Ribbon-Cutting.jpg\" alt=\"Gladys-Carrion_Bronx-CAC-Ribbon-Cutting\" width=\"333\" height=\"500\" \/><\/center>The sentiment was echoed by the 14 presenters who spoke out about the importance of opening the center in the Bronx, including Bronx native and Assembly member Michael Blake of District 79. \"<em>This is our chance to do something different for the 1.4 million people of the Bronx.<\/em>\"\r\n\r\nOur partners and supporters offered their congratulations on Twitter:\r\n<blockquote class=\"twitter-tweet\" data-lang=\"en\">\r\n<p dir=\"ltr\" lang=\"en\">The children have a new voice in <a href=\"https:\/\/twitter.com\/hashtag\/TheBronx?src=hash&amp;ref_src=twsrc%5Etfw\">#TheBronx<\/a>. Summoning all of her courage, she finally told her teachers, who then\u00a0reported her case to the New York State Child Abuse Hotline. With their report, Angelica and her father were taken to one of Safe Horizon's\u00a0<a href=\"\/child-advocacy-center\/\" target=\"_blank\" rel=\"noopener\">Child Advocacy Centers (CACs)<\/a>.\r\n<h2>How We Helped Angelica overcome Child Abuse<\/h2>\r\nAt first, Angelica didn\u2019t want to talk about what happened. She had been so scared of losing her father and of being taken away that she held onto this awful secret for months. Our staff assured Angelica that she had done the right thing by telling her teachers. With\u00a0this help and encouragement, Angelica opened up to them about the abuse.\r\n\r\nAngelica\u2019s father, meanwhile, was angry and felt incredibly guilty that his best friend had taken advantage of their tragic situation to hurt and terrorize Angelica. Our counselors helped him understand that the abuse was not his fault, and offered him a chance to learn more about how he could support Angelica.\r\n<h2>Justice for Angelica: Child Abuse Survivor<\/h2>\r\nOur CACs partner with the police to bring child abuser perpetrators to justice and\u00a0had some questions of their own for Angelica\u2019s abuser. They discovered that he found out that Angelica had finally reported what he had done and he tried to flee. The police brought him back to our CAC, where they interviewed him. After concluding their investigation, the police arrested the man who Angelica\u2019s father had put so much trust in.\r\n\r\nAngelica\u2019s abuser ended up on trial, and with the tremendous help of our counselors and partners, Angelica is no longer afraid to tell her father when something\u2019s wrong and her father tells us that they\u2019ve become much closer.\u00a0They are now a family again thanks to our CAC staff, who help child abuse survivors like Angelica get a chance to find happiness, safety, and a new start after abuse.\r\n\r\n<span class=\"footnote\"><em>* Client names and identifying information have been changed to protect their privacy.
