In her short lifetime, she had a profound influence on Safe Horizon and the development of innovative programs and services addressing the unique needs of child and adult victims of crime and abuse, their families, and communities.<\/p>\n<p>Jane joined Safe Horizon in 1987 to establish our Counseling Center and continued to assume progressively broader administrative responsibilities. When Safe Horizon was called upon by community leaders to assist the thousands of people who needed help in the aftermath of the September 11<sup>\u00a0<\/sup>attacks, Jane lead Safe Horizon\u2019s trauma response efforts. She was instrumental in bringing mental health support into diverse communities. During her 16-year tenure at Safe Horizon, she shaped the direction of programs always striving to develop a seamless continuum of care for clients.<\/p>\n<p><a href=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center.jpg\" rel=\"attachment wp-att-3218\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-large wp-image-3218\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-1024x817.jpg\" alt=\"Jane Barker Brooklyn Child Advocacy Center\" width=\"1024\" height=\"817\" srcset=\"https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-1024x817.jpg 1024w, https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-300x239.jpg 300w, https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-768x613.jpg 768w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/p>\n<h1>Transforming the Systems Response to Child Abuse<\/h1>\n<p>One of Jane\u2019s proudest moments was on October 4, 1996, when the Brooklyn Child Advocacy Center opened its doors. Her vision of putting the needs of children at the core of the system&#8217;s response to child sexual abuse and severe physical abuse became a reality.<\/p>\n<p>In 1991, after Safe Horizon completed a study revealing that children who had experienced sexual abuse were subjected to significant trauma from the very systems designed to protect and support them. Children who suffered abuse had to tell many different strangers, including police officers, school personnel, medical personnel, prosecutors and mental health professionals, details of the abuse they had suffered on average of eight to twenty times during the investigation of their case. These interviews were frequently conducted in intimidating places such as in police precincts or hospital emergency rooms. Jane was determined to improve the way in which abused children were treated and their cases responded to.<\/p>\n<p>It took Jane five year of advocacy with various city and state agencies to realize her dream of bringing together a multidisciplinary team (MDT) of experts comprised of law enforcement from the New York City Police Department (NYPD) Special Victims Unit; Child Protective Specialists from the New York City Administration for Children\u2019s Services (ACS); prosecutors from the Kings County District Attorney\u2019s Office; Corporation Counsel from the New York City Law Department; physicians with expertise in child abuse pediatrics from The Brooklyn Hospital Center, and Safe Horizon counselors, and administrators. Together, an agreement was reached to establish a Child Advocacy Center in Brooklyn; a child-friendly and welcoming facility, aglow with vibrant colors and full of toys and games where the MDT would all be in a single location, able to coordinate their efforts, responses and improve the experience for child victims.<\/p>\n<p>For the first time anywhere in the country, this \u201cfully co-located\u201d Child Advocacy Center would enable the MDT to consult with one another face-to-face and in real time throughout the investigation, treatment, and prosecution of cases of child abuse. No one would be more than a few doors or work stations away. Safe Horizon would alert pediatricians to suspected physical injuries or call on one of our counselors to assess a child\u2019s mental health. Children would be interviewed by one trained expert rather than being subjected to multiple interviews. The physician would advise the detectives and prosecutors on the child\u2019s medical condition so they, in turn, could work together in their criminal investigation procedures. The Center would be place of calm where children could relax despite their ordeals, and where families could begin to heal.<\/p>\n<p><a href=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-Sign.png\" rel=\"attachment wp-att-3219\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-3219\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-Sign.png\" alt=\"jane-barker-brooklyn-child-advocacy-center-sign\" width=\"1000\" height=\"750\" srcset=\"https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-Sign.png 1000w, https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-Sign-300x225.png 300w, https:\/\/safehorizon.wpenginepowered.com\/wp-content\/uploads\/2016\/11\/Jane-Barker-Brooklyn-Child-Advocacy-Center-Sign-768x576.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/p>\n<h1>Jane\u2019s Lasting Legacy<\/h1>\n<p>Building on the success of the Brooklyn CAC, Safe Horizon went on to establish CACs in all five boroughs of New York City. Today, we are the only organization in the country to operate five fully co-located CACs in an urban setting. The National Children\u2019s Alliance, the accrediting organization of the 800 CACs across the country, now refers to the \u201cfully co-located CAC model\u201d as the gold standard.<\/p>\n<p><a href=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/07\/Nancy-Arnow-Vice-President-of-Child-Advocacy-and-Mental-Health-Programs-1-e1470261425313.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-2391 size-medium\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/07\/Nancy-Arnow-Vice-President-of-Child-Advocacy-and-Mental-Health-Programs-1-e1470261416298-300x222.jpg\" alt=\"Nancy Arnow Vice President of Child Advocacy and Mental Health Programs\" width=\"300\" height=\"222\" \/><\/a><\/p>\n<p>Jane tragically passed away in 2003, but her torch has since been carried by Vice President of Child Advocacy and Mental Health Treatment Services, Nancy Arnow. Nancy joined Safe Horizon in 1988 and had the privilege of working alongside Jane for many years. \u201c<em>Visionary. Inspirational. Passionate. Tenacious. These are the four words that come to mind when I think about Jane Barker.\u201d<\/em> Nancy says about Jane. <em>\u201cI am so deeply grateful for her pioneering work in the CAC movement and for having had the privilege of being directly supervised by Jane for more than a decade at Safe Horizon.\u201d<\/em> Nancy oversees Safe Horizon\u2019s five CACs and keeps Jane\u2019s spirit and vision alive. Safe Horizon\u2019s CACs are amongst the busiest CACs in the country and the Jane Barker Brooklyn CAC is the busiest CAC in the state, investigating and responding to more than 8,000 cases of child sexual abuse and severe physical abuse in 2021 alone. As the director of clinical and forensic services at our Child Advocacy Center (CAC) in the Bronx, she empowers child victims of abuse, trains her team of clinical forensic specialists social workers to help other children do the same, and raises money to support the work of Safe Horizon.\r\n\r\nLocated throughout the five boroughs of New York City, our CACs have a multidisciplinary team of experts who work together to investigate, respond to, and prosecute cases of child sexual and severe physical abuse. This team, based at each CAC includes: child protective staff from the NYC Administration from Children\u2019s Services, detectives from the New York Police Department\u2019s Child Abuse Squad, medical professionals from premier hospitals, Assistant District Attorneys, and mental health and support staff from Safe Horizon.\r\n\r\nIn an effort to limit the number of times that a child will need to be interviewed, the CAC coordinates a single initial interview of each child called a forensic interview. This interview helps the team of experts determine how to address the immediate needs of the child and facilitate the gathering of information vital to the investigation of the case.\r\n\r\nChildren may still have difficulty opening up during this process because their trust has been violated. Often this trust has been violated by someone related or an authoritative figure who was meant to protect them. That\u2019s why it\u2019s critical to make children feel safe and lead the conversation in a nonjudgmental manner. <em>\u201cWhen a child comes in completely distraught and nervous and gives me permission to help during the interview, I feel that I can give him or her enough support to open up and be comfortable.\u201d<\/em>\r\n\r\n<img class=\"aligncenter size-large wp-image-2592\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/04\/BXCAC-Warriors.png\" alt=\"BXCAC-Warriors\" width=\"435\" height=\"326\" \/>\r\n<p style=\"text-align: center;\"><em>Members of the BXCAC Warriors<\/em><\/p>\r\n\r\n<h2>Raising Team Spirit<\/h2>\r\nIn addition to directly helping child victims of abuse, Urania collaborates with her staff to raise money through Safe Horizon\u2019s grassroots fundraising group, Team Horizon. Their group, BXCAC Warriors, participate in various runs and grueling obstacle courses called Spartan Races and have raised over $1, 400 to-date.\r\n\r\nThe most recent race combined Urania\u2019s love of giving back with a lifelong dream. <em>\u201cWhen I was younger, it was my dream to go backpacking around the world. Twenty years later I decided to make it happen by putting it on my vision board. Within the course of a month, things just webbed into place.\u201d<\/em>\r\n\r\n<img class=\"aligncenter size-full wp-image-2589\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/04\/Uranias-Signed-Safe-Horizon-Shirt.png\" alt=\"Uranias-Signed-Safe-Horizon-Shirt\" width=\"458\" height=\"258\" \/>\r\n<p style=\"text-align: center;\"><em>Urania had the people she met in Europe sign her Safe Horizon shirt<\/em><\/p>\r\nUrania and BXCAC Warriors members have even backpacked across Europe to participate in Spartan Races in France and Spain. The people she met in Europe were inspired to support her journey. <em>\u201cIn France they let me speak on stage and everyone signed my Safe Horizon shirt, which I wore for both races. In Spain they invited me to conduct a small training at a hospital for the doctors and consultants.\u201d<\/em>\r\n<h2>Leaps of Faith<\/h2>\r\nThese life-changing experiences taught Urania to embrace life\u2019s obstacles and strengthened her spirit to continue to help abused children. <em>\u201cWhen you\u2019re working with child victims of abuse, you often lose yourself in the work and you see a lot of ugliness. When I came back from Europe, I fell in love with people and the world all over again.\u201d<\/em>\r\n\r\nThe trip also served as a somber reminder of the great need for the CAC model to be implemented on a global scale. \u201c<em>Their interest in the model of the CACs makes me realize that there is still work to be done at an international level.\u201d<\/em>\r\n\r\nUrania and BXCAC Warriors latest endeavor will be participating in the 2016 Panasonic New York City Triathlon. He heads the unit compromised of 15 police officers and 2 sergeants who collect evidence, interview witnesses and subjects, make arrests when appropriate, and help ensure the child and family's safety.\r\n\r\nThroughout his years on the force, Lieutenant Donovan has seen the positive impact the CACs have made in investigating and prosecuting child abuse cases. \u201c<em>The CAC\u2019s integration of all these agencies helps make the cases run smoother, builds the relationship between the staff, and helps keep them united around a common mission.<\/em>\u201d\r\n<h2>The Real SVU<strong>\r\n<\/strong><\/h2>\r\nLieutenant Donovan\u2019s unit handles sexual abuse cases for children twelve-years-old and younger and cases of severe physical abuse for children ages ten-years-old and under. They investigate an average of 110 cases per month.\r\n\r\nA coordinated multidisciplinary team approach includes careful attention to which member of the team will conduct the initial interview with the child, called a forensic interview. These interviews are the cornerstone of a child abuse investigation, and may be the beginning of the road toward safety and healing for many children and families.\r\n\r\nDetectives appreciate that children and their impacted family members can get the support and expert services they need at a CAC, promptly and all in one place. <em>\u201cI\u2019m extremely proud of my detectives. They are so attuned to victims\u2019 needs and will give it their all to take a child out of harm\u2019s way and work towards getting them the justice they deserve.\u201d<\/em>\r\n\r\n<img class=\"aligncenter\" src=\"https:\/\/www.safehorizon.org\/wp-content\/uploads\/2016\/04\/1460653132_Lieutenant-Michael-Donovan-Bronx-CAC-Staff-2-1.png\" alt=\"Lieutenant Michael Donovan and his team of detectives at the Bronx CAC are dedicated to helping child victims of abuse heal and gain justice\" width=\"700\" height=\"330\" \/>\r\n<p style=\"text-align: center;\"><em>Lieutenant Michael Donovan and his team of detectives at the Bronx CAC<\/em><\/p>\r\n\r\n<h2>Lieutenant Donovan: Behind the Badge<\/h2>\r\nLieutenant Donovan began his career with the NYPD in the 1990s, working out of the 34th precinct in Washington Heights, Manhattan and then became a Sergeant in the Bronx. He decided to transfer to the SVU after investigating multiple child abuse cases. One case he will never forget involved a ten-year-old girl who was home alone and concerned neighbors called the police. She was relieved to confide in someone and tell them about how her mother had been abusing her for so long. <em>\u201cIt\u2019s been 20 years, but to this day I remember that girl and how she inspired me to help children everywhere who have been abused.\u201d<\/em>\r\n<h2>A Legacy of Hope for Abused Children<\/h2>\r\nThe opening of the Bronx CAC in February 2015, our fifth CAC, was a milestone for both New York City and Safe Horizon\u2019s efforts in fighting child abuse. As he completes his first full year working out of the Bronx CAC, Lieutenant Donovan looks back fondly. <em>\u201cWhen I was assigned to work at the Bronx CAC it was the first time I experienced such a seamless way child abuse cases were investigated and prosecuted.
