{"id":4491,"date":"2017-05-24T22:29:07","date_gmt":"2017-05-24T22:29:07","guid":{"rendered":"http:\/\/www.safehorizon.org\/?p=4491"},"modified":"2025-06-10T14:40:53","modified_gmt":"2025-06-10T18:40:53","slug":"2018budgetproposal","status":"publish","type":"post","link":"https:\/\/www.safehorizon.org\/statements-and-press-releases\/2018budgetproposal\/","title":{"rendered":"2018 Federal Budget Proposal and Support for Crime Victims"},"content":{"rendered":"<p><em>May 24, 2017<\/em><\/p>\n<p>Yesterday, the White House released its proposed fiscal year 2018 budget for our nation. Despite the President\u2019s rhetoric around safety for all, this budget proposal would almost certainly place many survivors of violence at risk of further harm.<\/p>\n<p>As the nation\u2019s leading provider of services for victims of crime, we are deeply alarmed that this budget, if passed by Congress, stands to greatly erode the safety net that helps survivors of violence access public benefits, housing and other life-saving services.\u00a0 Everyone in our country deserves to live a life free of violence and these important federal funding streams help provide avenues to safety for crime victims in every state.<\/p>\n<p>The budget contains proposals to:<\/p>\n<ul>\n<li>Substantially reduce TANF (Temporary Assistance for Needy Families) funds;<\/li>\n<li>Eliminate CDBG (Community Development Block Grants);<\/li>\n<li>Scale back Medicaid;<\/li>\n<li>Make deep cuts to SNAP (Supplemental Nutrition Assistance Program); and<\/li>\n<li>Re-purpose more than $1 billion from the Victims of Crime Act Fund for non-victim service related activities.<\/li>\n<\/ul>\n<p>Behind this alphabet soup of acronyms are programs that save lives. These cuts will present new barriers and threats to <strong>survivors of crime and abuse who often rely on these programs at the most difficult times in their lives<\/strong>.<\/p>\n<p>For survivors, those difficult times are many: when they need immediate guidance from an expert on how to deal with a life-threatening situation, when shelter is indispensable to escape from abuse, when speaking to a counselor specialized in trauma who can address their mental and\u00a0emotional health, when financial assistance will enable a family with no other sources of support to move into safe housing and feed their family. This and much more is now in jeopardy. These cuts would be especially hard-hitting for marginalized communities in New York City.<\/p>\n<p>\u201cSafe Horizon touches the lives of a quarter of a million people in New York City each year. This Administration\u2019s\u00a0<strong>budget would create new risks and challenges for the New Yorkers who reach out to us in crisis every day<\/strong>,\u201d says Ariel Zwang, CEO.\u200e<\/p>\n<p>Historically, federal funding for crime victims has had bi-partisan support and it should: we know crime impacts people of all political stripes. Congress has an important role in preserving these essential programs. We call on all federal legislators to ensure that millions of victims of crime in our country will not be told that there is no help for them when they\u2019ve experienced some of the worst moments of their lives.<\/p>\n<p>Safe Horizon will do our part by contacting our members of Congress and the Senate and urging them to protect vital funding streams for victims of crime. The Office on Violence against Women (OVW) was created by VAWA which Congress passed in 1994. Since then, VAWA has offered government help for domestic abuse and other violent acts against women. In this blog post, I will explain the history of VAWA and its critical role in helping women who are victims of violence heal.\r\n<h1>Prior to 1994, What Services and Options Were Available for Domestic Violence Survivors?<\/h1>\r\nI started working with abused women and their children in 1983. At that time, the only support available was through a network of small, independent non-profits, which operated on shoestring budgets and were truly grassroots. In fact, the shelter where I volunteered in the 1980s was only staffed by volunteers\u2014many of us very young and very inexperienced\u2014most of the week. The staff was tiny, the budget was tiny. It was a labor of love for the women who kept the shelter going. We were passionate, but we didn\u2019t have all the skills and resources we needed. These shelters and the 24-hour hotlines they ran were truly the sole refuge, the only meaningful resource, for survivors. There was a lack of understanding of the dynamics of domestic violence in most mainstream agencies, including hospitals, the police, and child protective services.\r\n\r\n<strong>When VAWA was passed in 1994, it made a huge difference.<\/strong> It led to an influx of resources for these grassroots programs.\u00a0 And, even more importantly, it created incentives for community partnerships to respond to domestic violence. Because of VAWA, police, judges, district attorneys, and advocates began to come together to develop a coordinated community response to the problem in cities and towns all across the country. And these partnerships transformed the response to victims, creating many more options and moving to eliminate many of the system's problems that put survivors and their children in danger.\r\n<h1>Since\u00a0VAWA\u00a0was Enacted, How has the Landscape of Available Resources for Domestic Violence Survivors Changed?<\/h1>\r\nVAWA created a federal office \u2013 the Office on Violence against Women -- dedicated to addressing domestic and sexual violence. OVW has provided important leadership in developing more effective responses to domestic violence. In addition to funding and evaluating coordinated community response models (as described above), OVW spurred the creation of specialized courts, prosecution and policing; funded national programs like the National Domestic Violence Hotline; and supported a variety of national training and technical assistance projects which have helped agencies like Safe Horizon to build our expertise and respond to a broader range of victims.\r\n\r\nSince 2000,\u00a0VAWA\u00a0reauthorizations have broadened the reach of\u00a0VAWA\u00a0funds to include healthcare, legal assistance, focused services for communities of color and underserved populations, children and youth services, rural programs, services for the elderly and disabled victims, immigrant survivors, the LGBT community, Native American communities and sexual assault on college campuses. Thanks to VAWA, survivors of domestic violence across a wide spectrum of communities and identities are much more likely to have access to services that are accessible and culturally competent to meet their needs.\r\n<h1>As a Social Worker and an Expert in Helping Domestic Violence Survivors, how has VAWA Impacted your Work?<\/h1>\r\nVAWA has made it possible to build alliances across a variety of agencies\u2014from the police department to the court system, from child protection to hospital emergency rooms\u2014so that victims of domestic violence have a better chance of getting the right response no matter where they show up. It has allowed the federal government to provide important leadership in our field, while also injecting critical resources that allow us to offer more robust and comprehensive services for survivors, in more locations. Thanks to VAWA, immigrant victims of domestic violence who would otherwise be under the control of their abusive spouses, have a way to stay in this country safely.\r\n<h1>How Does VAWA Impact Safe Horizon\u2019s Work?<\/h1>\r\nSafe Horizon receives more than $1 million in VAWA funding. This critical funding supports our partnerships with the district attorneys, the courts, and the NYPD; it allows us to run a homicide prevention program in Brooklyn as part of a national demonstration project; and it allows us to provide legal services to survivors facing difficult custody and divorce battles with their abusers. <strong>Without VAWA, thousands of survivors here in NYC, and hundreds of thousands across the country would be left without these vital supports.<\/strong>\r\n<h1>How Can We Support VAWA?<\/h1>\r\nVAWA needs to be reauthorized periodically and the current legislation is set to expire in September 2018. In July 2018, the Violence Against Women Reauthorization Act of 2018 was introduced in the House of Representatives. Please sign our petition to members of Congress below to advocate for its passage. This bill includes vital protections and programs that support survivors of domestic violence, sexual assault, dating violence, and stalking and more.
